Congresswoman Lowey Stated "Carlucci is Strongest Candidate to Lead the 38th District" David Carlucci, Clarkstown Town Clerk, received the endorsement of Congresswoman Nita Lowey today in his campaign for the New York State Senate for the 38th District. The district includes all of Rockland County and part of Orange County and overlaps Lowey’s 18th Congressional District.
