Flag Retirement Ceremony
David Carlucci brought over 100 American flags to Leo Laders American Legion Post 130for an American flag retirement ceremony Saturday. All unserviceable American flags were properly and respectfully retired in a special Flag Retirement Ceremony. Carlucci has been sponsoring an on going flag collection program at the Town Clerk's Office. This program has allowed hundreds of flags to be retired in the proper manner.

Haitian American Caucus
David Carlucci was invited to speak by the Haitian American Caucus at the National Haitian-American Convention to address his innovative work in government, this Saturday in Tarrytown. Carlucci addressed the concerns of the state of New York’s government. Carlucci spoke about his vision for New York, regarding job creation and government efficiency. Trailblazing Official Saves NY Money!
Clarkstown Town Clerk David Carlucci has made it a goal to make his office as efficient as possible and is always striving to find new ways to do so. As the Records Management Officer (RMO) for Clarkstown, it is Carlucci’s duty to eliminate wasteful government spending. As such, he has worked with the NYS Archives to modify its Record Retention and Disposition Schedule (MU-1). The MU-1 is used by municipalities statewide to determine how long they must retain their records before they may be disposed of legally. One can imagine the enormous amount of paperwork that is created, filed and stored, often with exorbitant storage fees, across our state, as not all documents are created electronically as yet. According to the MU-1, municipalities throughout New York State were required to maintain all Parking Permits for People with Disabilities for three years after they expired, even temporary permits that are only effective up to 6 months. That means that RMO’s have to maintain old paperwork even if the resident renewed their permit and submitted new medical forms, moved, or even passed away. The old paperwork was useless once the permit expired and having to maintain the records for three years past the expiration is both labor intensive and cost prohibitive. Carlucci appealed to the NYS Archives to eliminate this requirement, and is pleased to announce that the appeal was granted, so that statewide, the unnecessary use of manpower and needed storage space to process expired paperwork will no longer be part of the MU-1. Carlucci stated, “In a struggling fiscal atmosphere, every government official must be vigilant in cutting wasteful spending. Just because something has always been done a certain way, doesn’t make it the best way. We can’t fix 21st century problems with 20th century solutions. Carlucci For State Senate!
David Carlucci has announced that he is running for the New York State Senate in the 38th District. The district includes all of Rockland and a portion of Orange County.
Carlucci, presently Town Clerk of Clarkstown, has been an innovative leader and committed public servant. “Now more than ever,” Carlucci said, “we need a new vision and a legislator who is committed to representing the interests of the residents of Rockland and Orange Counties. I’m not waiting for someone else to take responsibility for bringing reform to our state’s capital. As a State Senator, I will stand up and bring commonsense solutions to Albany.”
Carlucci pledged he will use his experience as an innovative public leader to take Albany out of the dark ages and into the 21st century. “New York State is one of the greatest states in the nation, but sadly, it has the most broken and dysfunctional state government,” he said. “I will fight from my first moment in office to reform the way the State Senate conducts business. Without that reform, we won’t be able to tackle the pressing issue of exploding property taxes, we won’t be able to fix our outdated property tax formula, and we won’t be able to stop pitting the education of our school children against the economic interests of property owners.

Carlucci outlined a three point plan to reform the rules of the State Senate and believes that the Senate can and must reform itself, but only with new senators committed to reform. “I want to be a legislator that is committed to serving the people of Rockland & Orange Counties, not serving the Senate Leadership’s grab for power,” he said.

Free Thyroid Cancer Testing!
Project Chernobyl will be in Rockland County for a day of free thyroid cancer testing on May 6th 2010, all day, at the JCC, 450 West Nyack Rd, West Nyack NY. Anyone interested must make an appointment with Assemblywoman Jaffee’s office. They can email jaffeee@assembly.state.ny.us (write "thyroid test" in subject line) or call 624-4601.
Rockland has one of the highest thyroid cancer rates in the state and is among the highest in the Nation. Project Chernobyl is headed by a preeminent physician, Dr. Branovan, who reads all of the test results. The hope is that Project Chernobyl can gather enough data to justify a long-term, in-depth study to find out the cause of Rockland's high rate. Dr Branovan states “there is no way to pinpoint any one cause at this time. Indeed there could be several”.
The good news is that thyroid cancer is highly treatable. Dr. Branovan states “that it's close to 99% curable”. I made an appointment for myself and was told that it only takes 10 minutes!

Make every day Earth Day!
Clarkstown Town Clerk David Carlucci has been making it possible for Clarkstown residents to participate in several recycling programs. There are many Earth Day projects happening this week, but the Town Clerk’s recycling programs are ongoing, allowing residents to help care for our planet year round. Empty ink cartridges, cell phones, and old eyeglasses can be dropped off at the Town Clerk’s Office, 10 Maple Avenue, New City. Proceeds from the recycling of the ink cartridges and cell phones will benefit local non-profits and the eyeglasses will be recycled by the Lion’s Club to help those in need. Rather than having all these unwanted items filling up our landfills, imagine how much good they could do, simply by dropping them off at the Clarkstown Town Clerk’s Office. Carlucci has also made a huge impact on the amount of paper the Town of Clarkstown consumes. By emailing all of the Town Board Minutes/docs and having the Town Code easily accessible and searchable on the Towns website, Clarkstown has reduced its paper usage substantially! Simple changes can make a large difference, if we all do what we can, together we can have a substantial impacted!

Nyack Census Awareness Event
Clarkstown Town Clerk David Carlucci and Mayor Richard Kavesh of Nyack will team up with the US Census Bureau to host a Census Awareness event in Nyack on Monday March 1, 2010 at 7pm, at the High View Ct. Text the number 41411 with the key word ‘RESTAURANT’ from any cell phone. In less then one minute, you will receive a text on your phone with a link to the Rockland County Health Department’s site for Health Code Violations. Type the name of any Rockland restaurant in the space provided and any violations will instantly display on your screen. Congers Fire Dept Officers Sworn-in
On January 10, 2010, a Swearing-in Ceremony took place at the Congers Fire Department. Surrounded by their families, the officers took an oath to protect and serve the people of Congers. Carlucci Awarded Grant for On-site Storage
Clarkstown Town Clerk David Carlucci is pleased to announce that Clarkstown has been awarded a Local Government Records Management Improvement Fund Grant (LGRMIF) in the sum of $ 35,207. According to Carlucci, "The Town Clerk's Office is responsible for maintaining and managing records for Clarkstown dating back to 1752. We have grown from a population of 2,000 to over 85,000. As such, the amount of paperwork accumulated has grown enormously and has necessitated using off-site facilities for storage. This grant will eliminate the need for off-site and expensive storage fees which cost the town $30,000 per year." The LGRMIF Grant will fund the construction and management of an on-site storage facility in the first floor Town Hall Annex to accommodate approximately 3000 cubic feet of various town records. This extensive project will further improve accessibility to public records, as having on-site storage will expedite the retrieval times. This project will also reduce the Town of Clarkstown’s carbon footprint, as on-site storage means the elimination of records being shipped back and forth upstate.
“I have been aggressively seeking state funds for projects here in Clarkstown" stated Carlucci. “Since taking office in 2006, I have acquired state grants for three consecutive years in a row, securing over $80,000 for Clarkstown. Clarkstown Town Clerk David Carlucci is opening the Town Clerk’s office extra early on November 2nd, at 6a.m., to help busy residents take care of business at the clerk’s office. Evening Hours!
It seems there is never enough hours in the day to accomplish everything we need to get done. More and more, our work hours encroach upon our personal time, leaving the weekend to rush around, robbing us of what little time we have for family and relaxation. To make matters worse, many errands require taking time off from work, costing us either personal or sick time. Therefore, I am pleased to say that the Clarkstown Town Clerk’s Office offers evening hours on the nights of the Town Board meetings, the next evening hours will be Tuesday October 20th as we will be open until 8pm.
My mission has been to make the Town Clerk’s Office more accessible to the residents of Clarkstown. Offering evening hours enables residents to avoid the inconvenience of having to take off work simply to avail themselves of the many services we offer. This can be a particular nuisance for couples seeking a marriage license, since it necessitates two people leaving their jobs just to apply.

Help Our Soldiers
The West Nyack Post Office has adopted a platoon serving in Afghanistan and is sending packages to our brave men and women overseas. The donations must be given to the Postmaster of the West Nyack Post Office; these can include candy, drink mixes, Pringles, cookies, condiments, coffee/tea, and canned foods, like fruits, vegetables, chicken and tuna. Toiletries are also needed, such as, hand lotions, deodorant (stick), sunscreen, Blistex/Chapstick, Tylenol, Advil, body and foot powder, mouthwash, throat lozenges, and eye drops. Hand held games, cards, CD's, and movies would also be welcome. You may also include a card with a picture if you want. The cost to mail a package is $11.95 for Priority Flat Rate Box for the troops you sponsor and the check is made out to the Postmaster West Nyack Post Office.

Clarkstown Town Clerk David Carlucci is opening the Town Clerk’s office extra early on September 14, 2009, at 6a.m., to help busy residents take care of business at the clerk’s office. In addition, the early hours will help accommodate those that wish to purchase a Lifetime Senior Sportsman License before the upcoming rate increase. Newly adopted state legislation has approved an increase in sporting license fees for this fall and has increased the senior age to 70. Therefore, if you are 65-69, you can buy a Lifetime Senior Sportsman License for only $50, but if you wait until next month, a Lifetime Sportsman License will cost you $765!

Sportsman Fees Increasing Buy Now & Save!
As the licensing agent for fishing and hunting licenses in Clarkstown, I would like to inform the public that newly adopted state legislation has approved an increase in sporting license fees for this fall. Additionally, the minimum age for Senior License types has been raised from 65 to 70. Therefore, if you are 65-69, a Sportsman license will now cost $47 next season, plus a Deer Management Permit (DMP) and a Turkey Permit will cost $10 each this fall. Carlucci Preserve's 25,000 Criminal Dockets
Clarkstown Town Clerk David Carlucci has just completed a project to preserve over 25,000 essential Criminal Dockets from the 1980’s and 90’s for the Justice Court, which had previously been water damaged. The Town Clerk’s office was awarded a Local Government Records Management Improvement Fund Grant (LGRMIF) to fund this much needed microfilming project. Carlucci stated, “Records Grant funding helps to assist me in my goal of preserving our town’s important records. This preservation project is a critical component of Clarkstown’s Emergency Management Plan.” Since 9/11, Criminal Docket records are frequently accessed for Homeland Security measures. Therefore, it was imperative that these records were preserved to prevent further deterioration and rendered unusable. The project created archival copies for secure, permanent retention, and laid the groundwork for future digitization. Personal Democracy Forum 2009
Last week I had the good fortune of attending the Personal Democracy Forum (PDF) with more than 1,000 top, technologists and entrepreneurs to network, exchange ideas, and explore how technology and the internet are changing democracy, and society. Google awarded me with a fellowship to attend this conference free of charge. At PDF I met with many influential people leading the way in the technology field. One of the great things about a conference such as PDF is that it is a great way to learn about new IT tools. As Town Clerk, I am always amazed by how often newly deployed tools take so long to be utilized by government. I know that government moves slow for a reason, and sometimes, that may be good. However, I believe that by embracing new web 2.0 IT tools, we can reduce the cost of government, and at the same time, make it more transparent and accessible to the public.
A speaker of most interest to me was Vivek Kundra. Vivek Kundra is the Chief Information Officer for the United States. Kundra’s job is to manage what will be $76 billion in spending to maintain 10,000 government systems as well as 800 active projects to build major new systems for the federal government. I was very happy to hear that Kundra is a fan of open source software and may one day declare it "safe" for federal consumption. While many agencies use it, many people that do not know much about it will tell you that it is not a great idea. In most cases, this is due to a lack of understanding about computer security. I personally believe that if we can get our state and local governments to start using more open source software we can save the taxpayer a good amount of money and at the same time improve efficiency at the local level.

Carlucci Awarded Google Fellowship
Clarkstown Town Clerk David Carlucci has been awarded a Google Fellowship. Carlucci is one of a select few who will be joining the Personal Democracy Forum in New York as a Google Fellow.
Personal Democracy Forum is an annual event held to foster conversation among top technology innovators about how technology is changing government, politics and improving peoples quality of life. Carlucci stated that he looks forward to learning about new technologies that can improve services while at the same time reduce costs.
